CANNABIS INDUSTRY LEADERS PROPOSE SOCIAL EQUITY RULES FOR THE SMART AND SAFE ARIZONA ACT
Led by Attorney Jerry Chesler, a coalition of cannabis industry leaders has offered the Arizona Department of Health a comprehensive plan that defines social justice under the Smart and Safe Arizona Act.
The law stipulates that 26 cannabis licenses are social justice licenses issued to target groups and disproportionately affected communities. However, it has done little to define precisely who qualifies for these coveted licenses.
The data-driven plan that was sent to the DHS was created by speaking to people who live in the communities that are supposed to be covered by social justice and examining what works and what in other states and with cannabis leaders in Arizona Not. The resulting regulations should not only create standards in Arizona, but these standards should also become a model for other states in the future.
“The burgeoning cannabis industry has an opportunity to address some of the inequalities of the failed war on drugs. Given the permanent harm from prosecuting “crimes” that are now legal, we MUST act, “Chesler said. “These proposals aim to take advantage of the industry for those harmed by the war on drugs, rather than making the rich get richer.”
The Social Justice Plan presented to DHS is based on three guiding principles:
• Focus on communities disproportionately affected by the war on drugs
• Reducing the barriers to entry for members of the affected communities into the legal cannabis industry
• Concentrate the benefits of the legal cannabis industry in Arizona on the disproportionately affected communities to ensure minority participation.
