MONTPELIER, Vt. (WCAX) – Governor Phil Scott announced Monday that he has appointed James Pepper of Montpelier, Julie Hulburd of Colchester and Kyle Harris of Montpelier to the Cannabis Control Board (CCB).
“The Board of Directors will play a critical role in ensuring public safety, justice and fairness in the implementation of this new market,” said Governor Phil Scott. “James, Julie and Kyle bring diverse and relevant experiences to the CCB and I am confident that they will take the first step when they go to work in the coming days.”
The CCB was created by Act 164 of 2020 to safely, fairly, and effectively implement and administer the laws and regulations governing adult cannabis in Vermont. It is responsible for establishing, managing and regulating a cannabis regulatory system for commercial cannabis breeders, wholesalers, product manufacturers, retailers and testing laboratories.
The CCB will also have responsibility for the regulation of medical cannabis dispensaries and the administration of the medical cannabis registry, which is currently administered by the Vermont Department of Public Safety.
